Meet the School Board

Travis Cummings was appointed to the City of Madison Board of Education in 2018. 
Before becoming a school board member, Mr. Cummings served on the Madison City Schools Middle School Transition Advisory Panel, City of Madison Board of Education Policy Committee, and various other school-related committees. He is currently President of the City of Madison Board of Education. Mr. Cummings is a humble servant-leader who understands that quality educational opportunities should be afforded to all students. Therefore, he makes it a priority to travel to Montgomery frequently to meet with legislators expressing, advocating and encouraging support of important issues facing public education.  

Mr. Cummings holds a master's degree in Community and Regional Planning from Alabama Agricultural and Mechanical University. He is currently the Zoning Enforcement Coordinator for the City of Huntsville's Planning Department.

Mr. Cummings was raised in Huntsville but moved to Madison with his wife, Dimika, in 1998.  Their son, Cameron, attended Horizon Elementary, Discovery Middle, and is a proud graduate of Bob Jones High School. Cameron currently attends Mississippi State University majoring in Software Engineering with a concentration in Cyber Security.

J. Scott Newberry is an enthusiastic and innovative mathematics teacher with over 15 years of experience helping students excel in math. Known for his engaging teaching style, he uses real-world applications and interactive problem-solving to make math both accessible and enjoyable for all learners.

Mr. Kravitz also coaches the school’s math team, guiding students to success in regional and state competitions. His passion for education extends beyond the classroom as he collaborates with colleagues to develop creative curriculum strategies and integrate technology into lessons.

When he’s not teaching, Mr. Kravitz enjoys cycling, solving puzzles, and mentoring students interested in STEM careers. He is committed to helping every student build confidence in their math skills and recognize the critical role mathematics plays in everyday life.

Tess Halbrooks was appointed to the school board in October 2025. 

Mrs. Halbrooks, her husband and sons moved to Madison, Alabama in 2020 after living for many years in the Dallas, Texas area. They moved to Madison specifically for her two sons to attend the high caliber school district.

She is a native of Houma, Louisiana and went to Tulane University in New Orleans where she received an undergraduate degree in Finance and a master’s degree in Accountancy. After graduation, she worked in public accounting for several years for PricewaterhouseCoopers before taking on various accounting and finance corporate leadership roles for large companies such as Neiman Marcus, GameStop and Adtran. 

Since moving to Madison, Mrs. Halbrooks has been part of the Leadership Greater Huntsville program as a graduate of the Focus-41 class and Flagship-36 class. She also served on the Board of Directors of Leadership Greater Huntsville. She is an active volunteer in Madison City Schools and a member of the Heritage Elementary PTA. She is passionate about supporting our MCS staff members and students.

 

Tommy Overcash

Tommy Overcash was appointed to the Madison City Board of Education September 2022. Prior to his appointment, Tommy was elected to the Madison City Council, District 5 for four terms and served eight times as Council President. 

Tommy was born and reared in Starkville, Mississippi. His parents Jean and Martha Overcash were educators, his father a Horticulture Professor at Mississippi State University and his mother an English teacher in the Starkville City School System. Tommy and Debbie have known each other since childhood and married in Starkville in 1980. The Overcash family moved to Madison in 1985. They have three sons and two daughters-in-law, all who are graduates of our Madison City School System. The Overcashes have 6 beautiful grandchildren. The Overcash family was selected Madison Family of the Year 2001. 

Tommy holds a bachelor’s degree from Mississippi State University in Electrical Engineering and a Master of Business Administration in Engineering Management from the Florida Institute of Technology. The Overcashes moved to Madison County in 1980.  Tommy is a Senior Software/Systems Engineer with Willbrook Solutions, working at NASA on the SLS Program. 

Tommy has been an active volunteer in many church, school, scouts, sports, and civic areas.
Tommy and his sons are all Eagle Scouts. Tommy has also been actively involved with the Madison County and Madison City School Systems where he has been a long time PTA member, Discovery Middle School trustee and volunteer, as well as a baseball, soccer, cross country and band booster club member. Tommy has volunteered with many local youth sports programs.

Tommy is a member of the Madison Optimist Club, Honorary Member of the Rotary Club of Madison, Madison Friends of the Library, Madison Station Historical Preservation Society, Madison Arts Council, Madison Chamber of Commerce, Huntsville/Madison County Botanical Gardens, Burritt on the Mountain, and the Huntsville Madison County Land Trust. Tommy is a graduate of the 12th Class of the Leadership Huntsville/Madison County Focus Program and a graduate of Class 20 of the Leadership Huntsville/Madison County Program. 

Tommy currently serves on the North Alabama Gas District Board, the Madison Police Foundation Board, and the Madison on Track 2045 Advisory Committee. He previously served on the served on the Madison City Planning and Zoning Commission, Madison City Council, Huntsville Madison County Public Library Board, Madison Industrial Development Board, and the Tennessee Valley BRAC Committee.

 

Mrs. Welsh is a wife, mother and Commercial Lender residing in the City of Madison. She is a native to Madison but also a “boomerang.”  For over a decade she lived, studied and worked in Auburn AL, Atlanta GA, and Birmingham AL before returning to the City of Madison to raise a family in the best public school system in the state.  Mrs. Welsh received her bachelor’s from Auburn University and has pursued a career in finance since 2011.  She is an active advocate for mental health and financial literacy.  Her passions include running, cooking, hiking and all outdoor activities with her children and husband.  Mrs. Welsh is also an Ambassador with the Madison Chamber of Commerce, an active member with the Huntsville/Madison County Chamber of Commerce and regular volunteer with Kids to Love.
